According to the Law of the Republic of Kazakhstan «About technical regulation» the developers of technical regulations are to be the state bodies within the competence. In the sphere of space activity in Kazakhstan the developer of technical regulations is the National Space Agency of the Republic of Kazakhstan (hereinafter - NSA RK).
Creation of the System of Technical Regulation (hereinafter - ТR) in the field of space activity in the Republic of Kazakhstan has essential feature that TR is being created simultaneously with the rise of space industry itself in the country, and with the first steps of Kazakhstan in the field of space activity.
On the basis of the Joint-Stock Company «National Company «Kazakhstan Gharysh Sapary» (hereinafter - the Company) by the order of the Chairman of the Committee of Technical Regulation and Metrology of the Ministry of Industry and Trade of the Republic of Kazakhstan, of December 12th, 2007, No. 692, (hereinafter - CTRM MIT RK) there has been created an advisory-deliberative body that is the Technical Committee of Standardization ТC 66 «Space activity» (hereinafter - TC 66).
Within the limits of activity of the NSA RK the organizational structure of the TR system is presented as follows (figure 1).
Activity of Technical Committee of Standardization ТC 66 «Space activity»
1The Regulations about ТC 66 have been confirmed.
2The Program of ТC 66's activity for 2008 has been confirmed.
3The following documents: «The Conception of use in the Republic of Kazakhstan of the existing base of normative documents on standardization of the Russian Federation in the field of space activity», «The List of matters to be discussed with the working group of the Russian Federation» are developed in order to define a position of the Kazakhstan party and a procedure of carrying out a meeting with the representatives of the Republic of Kazakhstan and the Russian Federation concerning acquisition and use of normative documents on standardization in the field of space activity of the Russian Federation.
4In February, 2008 the first session with participation of plenipotentiaries of the organizations - members of ТC 66 (figure 2) was held.
5The full list of normative documents (hereinafter - ND) necessary for regulation of works carried out at creation and functioning of space industry of the Republic of Kazakhstan has been generated.
6The Plan of sequence of elaboration and implementation of ND that are lacking in the information funds of the organizations and are necessary in order to regulate work of the organizations under the NSA RK has been developed.
7The list of ND available in the information funds of departmental organizations of the NSA RK has been generated.
According to the Program of works for 2008 in July of current year TC 66 has entered the Technical committee ISO/TC 20 «Aircraft and space vehicles» under the International organization ISO as a full member.
Membership in ISO/TC 20 «Aircraft and space vehicles» will provide ТC 66 with the opportunity to participate in elaboration of the international standards.
Today ТC 66 is considering a possibility to join the European Consortium on Space Standardization (hereinafter - ECSS) with a view of acquiring and use of the European standards in the field of space activity.
The given base is being created according to the legislation of the Republic of Kazakhstan. At that there should be clear understanding of competence differentiation among the TR bodies (the Advisory council at the NSA RK and ТC 66) on elaboration of technical regulations and state standards.
This differentiation is shown on the figure 3. The Advisory council at the NSA RK is responsible for elaboration of technical regulations, and TC 66 is responsible for elaboration of state standards in the field of space activity.

Actions for creation of the base of normative documents for standardization with a view of maintenance of the sphere of space activity of the Republic of Kazakhstan are schematically depicted as follows (figure 5):
During creation of its own system of technical regulation in the field of space activity Kazakhstan is considering achievements of the countries - space powers, and world experience on elaboration of normative legal certificates, regulations and standards in the field of space activity.
At present considering condition and perspectives of cooperation with the leading European companies in the sphere of space activity the matter of acquisition and use of the European standards in the field of space activity is being worked over.
The European Consortium on Space Standardization in a partnership with the European Space Agency (hereinafter - ESA) is engaged in elaboration and formation of a uniform, coordinated set of standards for the European space industry.
The European industry within the given consortium Eurospace is represented by the coordinating centre of the European space industry.
The European committee on standardization also has the Agreement with ЕCSS on cooperation in the field of elaboration and use of the European standards.
Working groups of experts from the ESA, the leading European companies including Thales Alenia Space, ЕАDS «Astrium», OHB and so on are engaged in elaboration of the ECSS Standards.
In order to use a full package of the ECSS standards in Kazakhstan the Company is studying a question of signing an agreement and conclusion of an appropriate contract between the ECSS and the Republic of Kazakhstan.
